When I received the item it was without the seal. I need it urgently so I am not returning it. There was no outer seal or inside one. I ordered another brand too and as you can see in picture the other brand has seal. The application is easy but the top one which shows more white is aveeno one and the bottom one is another brand. After few rubs it does go away but it is still white than another brand.
